Tourists will be able to return some taxes after shopping in Russia
In Russia, by the end of 2016, it is planned to introduce a tax free system, which allows foreign tourists to return part of the taxes on purchased goods.
The possibility of introducing a refund of value added tax (VAT) to foreign individuals on behalf of First Deputy Prime Minister of Russia Igor Shuvalov is being worked out by the Ministry of Industry and Trade, the Ministry of Finance, customs and tax.
The initiative to introduce the tax free system was made by Bosco di Ciliegi, which, with the support of Deloitte, prepared and sent its proposals to the government.
It is assumed that the minimum amount of non-food purchases with which foreign nationals will be able to receive VAT will be 10 thousand rubles (155 dollars). The pilot free tax project can be launched in Moscow's GUM, TsUM, Petrovsky Passage, Vesna shopping center, Barvikha Luxury Village, Crocus City Mall and several other large stores.
After the end of the experiment, retailers with a turnover of at least 100 million rubles (155 thousand dollars), without tax arrears and managing commercial facilities in cities where there is an international airport will be able to join the tax free system.
Tax free - a system of return to foreign tourists upon departure from the country of the value-added tax - works in several dozens of countries around the world. The refund amount is, on average, from 7 to 20 percent of the purchase amount and depends on the VAT rate and the operator’s tax free commission.
Each country also establishes a minimum purchase amount, allowing you to qualify for a VAT refund.
