Alexander Voloshin, who headed the presidential administration of Russia from 1999 to 2003, owns a stake in American Ethane, which concluded a deal for the supply of ethane to China for $ 2017 billion in 26, writes The Guardian. Abramovich flew to the US in January 2014 to discuss his potential stake in the project, an agreement on his participation was reached “weeks before Putin annexed Crimea,” the newspaper writes. After that, as well as after the introduction of sanctions against Russia, Abramovich abandoned the idea of ​​participating in the project.

Whether the US presidential administration knew that there are people among investors with "ties with the Kremlin" is not known, the newspaper said.

Voloshin refused to provide RBC with a comment. Abramovich's representative also declined to comment. The head of American Ethane, John Hutaling, told a British newspaper that "the relevant US authorities" and potential investors had been notified of the company's Russian connections. The Guardian claims that his wife is Russian.

The site of American Ethane states that the board of directors includes Hutaling, Andrei Kunatbayev, Konstantin Nikolaev, James Lickenhaus and Gene Collingworth. Voloshin among the directors is not specified.
