Repatriates and foreigners no longer need to pass on the rights in Israel

On Sunday, August 13, in Israel began the implementation of the reform of the Ministry of Transport to simplify the procedure for replacing foreign driving licenses for Israeli.

Repatriates and citizens with the status of "toshav hozer" (Israeli who returned from abroad), foreign citizens and foreign workers can already obtain an Israeli driver's license to drive a car, motorcycle or tractor today. However, they do not need to take a practical driving test (test). The condition for this is to have a driver's license that has been valid in a foreign country for at least 5 years. This must be a document granting the right to operate the above categories of transport.

Let us recall that until now, in order to confirm a foreign driver’s license in Israel, the above categories of citizens had to pass a practical driving test. The validity period of the driver's license for immigrants and citizens with Toshav Hozer status will be similar to the validity period of a regular Israeli license.

In addition, the validity of driving licenses for foreign workers and foreign nationals will be extended to 5 years, in accordance with the validity of the visa for residence in Israel. The prerequisite for this is a driver's license from a foreign country, valid 5 years and more. Previously, foreign citizens and workers, as well as their employers, were required to come to the offices of the Motor Vehicle Registration Office several times a year in order to renew their driving permits. Now it will have to be done only once.

The head of the transport department, Israel Katz, said: “We are talking about significantly simplifying the procedure for obtaining the documents necessary for drivers. The innovation will save tens of thousands of repatriates, citizens with Toshav Khozer status, foreign citizens and employees precious time and money.”

“The resolution I signed the other day will allow repatriates to avoid unnecessary bureaucracy. Everyone must help repatriates quickly and successfully integrate into our country,” added Transport Minister Israel Katz.

Katz also noted that the innovation regarding foreign workers will mainly make life easier for farmers. Until now, they had to stop working several times a year in order to decide on the renewal of the driver's licenses of their employees with the status of “foreign worker”.

Additional simplification of procedures for drivers in the country will also be the abolition of the need to undergo an eye examination (at the age of 40 years and older, every 10 years). Previously, this was a condition for updating the driver's license. Canceling this regulation will also save time and money for drivers.

Note that the relevant directive obliges doctors to report on the deterioration of the health status of drivers to relevant government agencies. In addition, first of all, the driver himself is responsible for driving and is obliged to drive the car only if his state of health allows him. Also, according to the Ministry of Transport, most countries do not require such a test. Taking into account all these factors, the Ministry of Transport decided to cancel this bureaucratic procedure.

Recall that a few weeks ago, Minister Israel Katz presented an extensive reform in the field of services related to the paperwork for drivers and registration of vehicles. The objective of the program is to significantly reduce the queues at the offices of the Office of Vehicle Registration, as well as simplify the procedure for obtaining documents required for drivers and vehicle owners. A number of measures envisaged in the framework of the reform will significantly simplify the procedure for registering vehicles and processing documents required by drivers. All this should increase the level of service to citizens.
