Congress can officially make Ukraine a major ally of the United States

In the House of Representatives of the US Congress, a draft law has been submitted providing for the possibility of granting Ukraine the status of the main US ally outside NATO for the period before its entry into the North Atlantic Alliance.

The bill is called "On providing support to Ukraine to protect its independence, sovereignty and territorial integrity" and provides for the expansion of military assistance, including through the transfer of weapons, the sale of lethal defense assets to the Ukrainian Armed Forces, and the strengthening of Ukraine’s capabilities in countering Russian cyber attacks.

The list of weapons that can be transferred to Ukraine is complemented by anti-tank, anti-ship and anti-aircraft systems.

As noted on the Embassy page, according to the bill, US policy should include support for:

• the sovereignty, independence and territorial integrity of Ukraine within its internationally recognized borders, as well as the Euro-Atlantic and European integration of the state;
• the rights of the people of Ukraine to freely determine their future and make independent and sovereign decisions in the field of foreign and security policy, including regarding relations with other countries and international organizations without interference, intimidation or pressure from other countries;
• Ukraine’s rights to protection against Russian aggression by the provision of security assistance by the United States;
• further promoting democratic values ​​in Ukraine, including by strengthening the rule of law, enhancing transparency and accountability in the public sector, and fighting corruption.

In addition, the draft states that US policy should be aimed at:

• rejection of any territorial changes of Ukraine, committed by force;
• the condemnation of the maintenance by Russia of 24 of the crews of the ships of the Ukrainian Navy seized in the Kerch Strait;
• encouraging the Russian Federation to fully implement the Minsk agreements, support the deployment of international security mechanisms in the Donbas.
