State Department changed the rules for participation in the lottery green card
The US Department of State will now require foreign citizens who participate in the Diversity Visa program, also known as the Green Card Lottery, to have valid passports.
In a document published in the Federal Register on Wednesday 5 June, the State Department writes that the main applicant will have to provide his passport information about the country of which he is a citizen. Such information will include the passport number, country of issue and expiration date of the passport.
The State Department claims that the new requirement is associated with a significant number of fraudulent applications for participation in the Diversity Visa program each year. It is noted that sometimes criminal enterprises file applications for persons without their knowledge.

“Individuals or entities who submit unauthorized entries often contact the unwitting individuals whose identities were used in the selected DV Program entries, inform them of the opportunity to apply for a diversity visa, and hold entry information with the named applicant in exchange for payment ", says the State Department.
The department said that requesting passport information would reduce the number of fraudulent records submitted by third parties.
In addition, the Department adds a clause to the rules that explicitly states that persons identified as participants will be “disqualified if they cannot include all the necessary information and follow the instructions.” The current instructions do not clearly indicate that failure to provide all necessary information will result in disqualification.

Every year, the State Department issues 55 000 permanent resident visas (green cards) to citizens of countries with a historically low level of immigration to the United States for the lottery. Approximately 14 of millions of people from all over the world participate in the program each year, submitting their applications online on the DV Lottery website.
The registration period usually lasts from October to November, and results are available in early May. The latest program, DV-2020, worked from October 2 2018 of the year to November 6 of the year 2018. DV-2020 and DV-2019 results are currently available at https://dvlottery.state.gov .
