Rules of participation

In September, the Department of State 2011 told 22 to thousands of applicants from around the world that they had won a green card. However, a few days later they were sent messages that an error occurred in the system. Why came up with a lottery green card

If in the first years of the lottery the Irish received about 40% of all green cards, then over time they became less and less due to the improvement of the Irish economy. According to the 2016 lottery results, only 36 Irish received green cards. Now, instead of Ireland, those who want to win the green card have become dominant in Eastern Europe and Africa.
The country can be excluded from the list of states whose citizens can participate in the lottery of green cards. One of the reasons - if over the past five years the number of migrants from this country to the United States has exceeded 50 thousand people. For example, from 2005 to 2009, the Russians did not take part in the lottery because of this.
Why the lottery want to cancel
According to the Washington Post, citing researchers, "this program is quite a strong public diplomacy for the United States, which indicates its openness and generosity." However, the lottery has repeatedly caused fears among politicians and officials.
In the 2007 year, a report by the US General Bureau of Budget and Control said that the application process was vulnerable to fraudsters. The report also expresses concern that the lottery is available to applicants from countries whose governments, by definition, the US authorities, are sponsors of terrorism.

In 2002, on Independence Day, the Egyptian arranged for one-by-one shooting at the El Al Israeli counter at Los Angeles International Airport. Another Egyptian, Mohammed Atta - one of the perpetrators of the September 11 attack - applied for the lottery twice, but did not win. He also applied for a study visa for a flight school in Florida. Six months after the attack, a letter arrived at the school stating that the visa for Atta had been approved.
