Let us recall that the “8th Program” has been in effect in the United States since 1937, when the US Housing Act was adopted. Section No. 8 of this document provided for special preferential housing rental programs for low-income citizens. Residents who entered into this program were given the opportunity to rent housing in apartment buildings. The state also began to encourage the construction of “project-type” houses: the landlord rented out apartments to low-income residents at an extremely low price. And the difference between the rental payment and the real cost of housing was covered by the state.
